On 1st January 2003, Brazilian
President Luiz Inácio Lula
da Silva was sworn in with a promise to focus the attention of
his administration (2003-06) on fighting poverty and ending hunger
in Brazil, as part of a major drive towards improving the country's
social indicators, while preserving economic and financial stability.
President Lula stressed that "if, by the end of my mandate,
every Brazilian has food to eat three times a day, I shall have
fulfilled my mission in life".
To this end, President Lula
has appointed a new Minister for Food Safety, José Graziano
da Silva, who will co-ordinate policies and governmental actions
aimed at "putting an end to hunger
in Brazil". These policies and actions will comprise the "Zero
Hunger Program".
